Rainfall volumes have increased 40-60% above historical averages, prompting regulators to mandate both primary AND secondary drainage systems for buildings with internal gutters – regardless of existing system capacity.

Buildings constructed before 2000 face particular challenges, having been designed to now-obsolete standards. Even properties meeting 2007 requirements may need assessment against the enhanced 2025 framework.

The updated standards represent more than technical adjustments – they address fundamental building safety concerns around water ingress protection during increasingly frequent extreme weather events.
