OCS appoints Bob Taylor as Managing Director of Public Sector FM

OCS (“the Group”), a global leader in facilities management, is pleased to announce the appointment of Bob Taylor as Managing Director of Public Sector FM. This strategic move underlines OCS’s long-term commitment to supporting Government through technical excellence, meaningful social value, and public service partnership.

Bob brings more than 30 years of experience in the facilities management industry and is one of the most respected leaders in the sector. Having been with OCS for over a decade, he has held key leadership roles including Chief Operating Officer and, most recently, Chief Customer Officer. During this time, he has played a central role in shaping the Group’s commercial direction, service model, and approach to customer success.

Bob has led large-scale FM operations across the health, justice, central Government, and local authority sectors. His deep expertise in technical performance, commercial control and social impact has supported some of the UK’s most critical public sector environments.

In his new role, Bob will lead OCS’s dedicated Public Sector FM business unit, delivering high-quality facilities management across central Government, healthcare, education, and justice contracts. This division is focused on supporting policy delivery aligned with Government priorities around carbon reduction, estate transformation and operational resilience.

“This is about more than maintenance,” said Bob Taylor. “Government estates need partners who understand the connection between infrastructure performance, environmental outcomes and the communities these buildings serve. That’s what OCS is delivering – with the right capability, systems and people.”

This appointment further strengthens OCS’s position as a Hard Services-led, technology-enabled FM provider. It reinforces the Group’s investment in engineering delivery, energy efficiency, statutory compliance and an operating model built on system integration, service resilience and best practices.

Bob has also been a driving force behind The OCS Foundation – launched to address social mobility through initiatives like People Into Work, and now delivering wider social value aligned with both customer and community needs.

“Public Sector FM is about people – those we serve and those who deliver,” Bob continued. “We’re committed to developing careers, offering apprenticeships, and supporting underrepresented groups into technical roles. That’s how we create lasting social value.”

As the UK Government continues to emphasise sustainability, supplier resilience and local impact through procurement policy, OCS remains aligned – investing in continuous improvement programmes that support both customer outcomes and colleague development.

Daniel Dickson, CEO – UK & Ireland, OCS, said: “Bob’s appointment reflects our ambition to be the trusted partner of choice for Government. With his leadership, Public Sector FM will deliver the technically led, safe, and socially impactful services needed across the public estate – now and into the future.”

As OCS approaches its 125th anniversary, the business continues to focus on delivering FM that creates reliable infrastructure, enhances lives, and helps public services thrive.
