Regulations Announced to Move BSR from HSE

The Building Safety Regulator (BSR) is set to formally separate from the Health and Safety Executive (HSE) in January 2026, as announced by the newly appointed Minister for Building Safety, Fire, and Democracy, Samantha Dixon.

This move implements reforms announced in June 2025, which will see the Ministry of Housing, Communities and Local Government (MHCLG) sponsor the BSR as a new, arm’s-length, executive non-departmental public body.

Draft regulations were laid before Parliament on November 11, 2025, with the new body’s formation scheduled for 27 January 2026, on the path to creating a single construction regulator. Andy Roe, KFSM, has been named Non-Executive Chair, supported by Charlie Pugsley as the BSR’s new Chief Executive.

In a written parliamentary statement, Dixon said: “In June 2025, my department announced changes to the Building Safety Regulator (BSR). Today I am laying before the House draft regulations which will move the functions of the Building Safety Regulator out of the Health and Safety Executive (HSE), and to an Executive Non-Departmental Public Body sponsored by the Ministry of Housing, Communities, and Local Government.

She added, “This change will position the BSR for the coming years. It will strengthen lines of accountability and give a dedicated focus to BSR operations, and is an important first step towards establishing a single construction regulator, the lead recommendation of the Grenfell Tower Inquiry Phase 2 report.

“I am grateful to HSE for the leadership and experience it has brought to the establishment and early operations of the BSR, and for its ongoing support as this change is made.”
