Hartnell Taylor Cook Awarded as a Successful Supplier on Homes England’s Property, Financial and Development Services Framework for Third Time Running

Leading commercial property consultancy Hartnell Taylor Cook has been reappointed to the highly acclaimed Homes England Property, Financial and Development Services Framework. It has been appointed for the third time running on Lot 1, Property Professional and Technical Services, and has secured a spot on Lot 3, Development Monitoring Services, in its first attempt.

Homes England, the government’s housing and regeneration agency, published a tender notice in December 2025 for the re-procurement of a £115m (£138m incl. VAT) framework. Successful suppliers will be awarded places on the framework for four years. Hartnell Taylor Cook will provide services across two lots alongside other successful suppliers.

Under Lot 1 suppliers will be responsible for services including supporting acquisition and disposal activity, estate management services, investment and appraisal services, property/asset valuation services, development structures and partnering, design quality assessment programmes, project management services and general professional advice and support.

The business has won a place on Lot 3 in its first try, reflecting the strength of services being offered by the Building Consultancy team. Lot 3 requires specialist suppliers to deliver monitoring surveyor services, compliance inspector services and project and cost management services.

Hartnell Taylor Cook is pleased to be working alongside independent advisory firm Turley in the delivery of planning-related services under Lot 1, such as in the preparation of development and planning briefs.

The news follows the business’ appointment to the Government Commercial Agency (GCA) RM6343 Estates Management Services 2 framework earlier this year and existing public sector success as a current supplier under the NHS’ HPCCAS framework and Homes England Framework.
