Procure Plus, one of the UK’s leading non-profit procurement organisations, has saved its clients £30 million over the past year, despite a volatile supply chain and mounting geopolitical pressures pushing costs upward across the sector.
The savings come as the organisation’s latest annual Value for Money report reveals framework spending in the housing sector totalled £230 million in 2025/26.
Lower demand across the supply chain initially helped to limit price increases. However, rising costs and ongoing geopolitical instability have started to put upward pressure on prices, with temporary surcharges being used to manage these increases until market conditions stabilise.
In the face of market volatility, Procure Plus has worked to maintain its competitive pricing while balancing quality and value for money.
Labour costs rose by just 0.8% and materials by 1.6% for Procure Plus clients, compared with the wider Consumer Prices Index inflation of 3.3% and a Retail Prices Index inflation of 4.1%.
Investment in housing stock has remained strong as landlords continue to work towards meeting the Decent Homes Standard and futureproofing their properties. Procure Plus has seen landlords opting for longer-term arrangements, with 2.3 years as the average call-off duration period.
Through Procure Plus frameworks, clients have upgraded kitchens, bathrooms and heating systems at significant cost savings in 2025/26 – with opportunities for even greater savings:
- Kitchens: Procure Plus framework average cost of £4,971 per unit, with one landlord delivering costs as low as £3,949 per unit on a project
- Bathrooms: Procure Plus framework average cost of £3,594 per unit, with one landlord delivering costs as low as £2,946 per unit on a project
- Heating systems: Procure Plus framework average cost of £2,172 per unit, with one landlord delivering costs as low as £1,826 per unit on a project
Procure Plus’s merchant distribution framework has delivered total contract savings of 10% per annum, through tailored insight reporting and quarterly benchmarking to maximise manufacturer contract value and flag inflation. Its stock profiling and analysis have also ensured high-usage items are in the right places, helping to improve first-time fix rates and responsive repairs.
Building safety has remained a priority for landlords and Procure Plus has introduced a new framework covering both regional and national requirements for all building safety design and works.
Several projects that were held at Gateway 2 in the last financial year have now progressed, including cladding replacement and the installation of ground source heat pumps, helping to ensure residents are safe and warm in their homes.
Landlords have also started to focus on lower-rise building improvements, as demand for compartmentation works has increased and more long-term projects have been procured.
As a not-for-profit organisation, Procure Plus reinvests surplus into social value impact. Through a Youth Employment Pathway programme established with authorities in Greater Manchester, 93% of participants have started new jobs, apprenticeships, or college courses, helping to reduce the number of young people not in education, employment, or training.
Procure Plus has also supported 803 people into employment in 2025/26, with 84% of individuals coming from priority groups and 79% remaining in work for at least three months.
Re:vision, its subsidiary charity, has invested a total of £898,000, supporting 41 community and voluntary organisations on initiatives that positively impact people’s lives.
